ROSEMEAD, Los Angeles County — October 23, 2026. A Rosemead City Council agenda documents a $1.2 million award from California’s Department of Housing and Community Development under the 2024 CalHome Homeownership Super Notice of Funding Availability. The state funding was intended to help establish a city program for eligible lower-income homeowners to construct or rehabilitate accessory dwelling units and junior ADUs. However, a grant award to the city should not be mistaken for an immediate offer of a $1.2 million loan, an individual homeowner award or evidence that applications are already being accepted. What was the city’s proposed use?
The council materials describe a future CalHome ADU/JADU Loan Assistance Program for qualifying low-income homeowners. In principle, support for construction or rehabilitation could add more affordable rental housing without requiring an entirely new subdivision. Actual eligibility criteria, financial terms, administrative rules and deadlines are matters for the city and the state funding agreement. The agenda item is a funding-acceptance decision, not a finished program guide.
What should homeowners avoid assuming?
Don’t assume any applicant is entitled to the full award, that the program will offer grants rather than loans, or that a particular rental property, income level or construction project will qualify. Never pay a purported application fee to an unfamiliar intermediary on the strength of an old council notice. Ask whether the program has a final published application, whether funds are still available, and whether building permits or affordability covenants must be completed first.
Can a homeowner work on a regular ADU permit meanwhile?
Rosemead’s separate ADU Planning resource explains standard ADU designs and the ordinary city review path. Planning an ADU does not establish financing eligibility, and applying for future assistance does not substitute for the required building permits. Before taking on construction debt, obtain written program guidance and parcel-specific engineering, utility and permit estimates.
How to verify current status
Ask Rosemead Community Development about the CalHome ADU/JADU Program and whether an application period is currently open. The city’s publicly listed Planning Division number is 626-569-2140. Ask for the current written terms, housing-income requirements, any lender selection and all legal obligations of receiving assistance.
